Legal Coordinator of Bahiana launches book on Constitutional Law

Launch was attended by friends and colleagues from the institution.

After years as a professor of Law at the Catholic University of Salvador (UCSal) and having produced several articles and legal opinions, the legal coordinator of Escola Bahiana de Medicina e Saúde Pública, Dr. Gaspare Saraceno, is the author of the book "Applied Studies of Constitutional Law", which was launched on June 14, at Bella Napoli Restaurant. Family, friends and companions from the Bahiana, marking the launch as a great get-together, according to the author.

"This book is the beginning of a supervening season after more than 40 years of academic teaching as head of the Faculty of Law at UCSal. There are several articles that I consolidated and deal with issues inherent to public administrative law. to aspects that I consider relevant in the public service, especially those linked to the bidding process that deal with public works", reports the author and explains that, today, the absence of basic engineering projects or inadequate or incomplete projects tend to compromise the effectiveness and the technicality of public works. He cites as an example the collapse of a stretch of the Tim Maia cycle path that took place in April this year, in Rio de Janeiro. The subject is addressed in the article "Basic Project in Engineering Works and Services: Need to Preserve the Principles referred to in Art. 37 of the Constitutional Text in Force of Administrative Improbity".

The book, published by JM Editora, also brings points from the legal sector such as "The Municipal Autonomy and Industrial Zoning", which analyzes the need for an integrated development plan for urban centers. "Today, with the growing urbanization, urban spaces have been de-characterized a lot and one of these spaces that tends to be constituted is the urban space linked to industrialization. In Brazil, municipalities have never been interested in the urban issue together with industrialization and they have not even been interested in urbanization in the most elementary sense, in order to adapt activities inherent to housing, commerce, the road system, basic equipment, etc.".

The publication also portrays the experience of Dr. Gaspare Saraceno as a member of the Federal Council of the Brazilian Bar Association (OAB), where he was rapporteur of several processes. 

The first publication has already given rise to a second book that is in progress. "I'm dealing with an interesting topic: the institutional limitations to the placement of advertising by the entities that make up the direct public administration". According to the jurist, today there is excessive publicity by the government. "Official advertising aimed at broadcasting programs and acts of public administration can have only three aspects: informative, educational and socially orientated", anticipates Prof. Gaspare Saraceno.
